How to divide this into provinces? If it's one big one, it's bigger than any current provinces of Exile. But if divided, it's hard to divide except into very tiny provinces. Maybe have three: Pillars, Tranq/Anama, and Azure? (Later stuff is obviously not Exile territory)

Also, does this go under Exile or under Lower Caves?
