Help:User messages

To send a message to another user, you edit this user's Talk page. The next time the user logs in, he/she will see a note "You have new messages", so it will be read quickly.

To respond to a message on one's own talk page, one should go to the page of the one who sent it, and edit that user's talk page. If you reply on your own user page, it might eventually be seen, but only the user's own page is regularly checked.
