Can't Edit or Create new pages

This has been happening since late 2007 and I hoped that the problem would have rectified itself by now. Whenever I try to edit or create a page it tries to download a file called index.php. Opening the file gives you something like this:

[Process] Type=Edit text Engine=MediaWiki Script=http://encyclopedia.ermarian.net/w/index.php Server=http://encyclopedia.ermarian.net Path=/w Special namespace=Special

[File] Extension=wiki URL=http://encyclopedia.ermarian.net/w/index.php?title=Encyclopedia_Ermariana:Community_Portal&action=edit&internaledit=true

I've checked out the wikipedia help and it shows other people have the same problem but nothing has been done to help them. It's a real shame because I've been coming up with stuff to add but can't do anything about it.

Reason why I put it here is because I can't even add something to the community portal.
