This isn't really in the games. The only thing in the games is one of those stop-motion sequences -- a fairly dopey one -- in the intro to Avernum 2 or 3 that has Howar, along with Garzahd, sitting in the throne room as Hawthorne is assassinated. From game canon:
Garzahd: Howar? Howar: Yes? Garzahd: It is time to deal with Avernum. Howar: Yes, Garzahd.
He has a priest graphic, but the priest graphic is used for plenty of people who aren't actually priests, and I can't think of a single example of a priest involved in Empire government in any serious capacity. Eh. --- Slarty 20:37, 5 October 2006 (PDT)
