Bevan was the mayor of Almaria for half a century. Initially haughty and unfriendly to outsiders, Bevan mellowed over time, and was among the least affected of all Almaria's citizens by the horrible paranoia of the Black Shade.

Bevan was a friend of Sixus and recruited the Empire War Heroes to rescue him.
