This latest edit needs clean-up.

1.) Value judgement as it is now. It should instead be pointed out that this was the purpose of instituting starting supplies.

2.) Rumors aren't encyclopedic even when fictional in a fictional encyclopedia. You made up the rumor; you can make up a source and some more evidence that would persuade our fictional editors to include this in the entry.

3.) Formatting of the quote could be a bit better...
