The Portal Fortress was a fort built by the Empire, and designed by Garzahd, during the Empire-Avernum War. Its intended function was to serve as a mass teleporter to Avernum, which it never fulfilled due to the state of teleportation at the time. If it had however, the Empire would have been able to flood Avernum with soldiers, causing a shorter, bloodier ending to the war.
